（一）对西安口岸入境目的地为外省的人员，实施14天集中隔离，第1、4、7、13天进行核酸检测，其中第13天要求核酸平行检测+抗体检测，“点对点”送至离陕交通工具。
（二）对目的地为陕西省的入境人员，实施21天集中隔离+7天居家隔离措施，即在西安口岸集中隔离14天，隔离期满后，本省外市的，由目的地城市“点对点”闭环接回；目的地为西安市的，继续在市级入境隔离场所集中隔离至21天，由目的地所在区县点对点接回并落实7天居家隔离。
（三）对外省口岸隔离期满返回西安人员，由各区县、开发区指挥部“点对点”闭环接回，补足21天集中隔离，后继续落实7天居家隔离管控措施。
（四）对中高风险地区所在县（区）来返人员，落实集中隔离观察14天的措施和2次核酸检测。
（五）对中高风险地区所在设区市（不含中高风险地区及其所在县）来返人员，落实居家隔离14天的措施和2次核酸检测。
